How to Become a Russian Citizen

We have prepared a roadmap and some recommendations on how to obtain citizenship in Russia in accordance with Federal Law "On Citizenship of the Russian Federation" No. 138-FZ.

Step 1: Temporary Residence Permit

Foreign nationals can apply for a Temporary Residence Permit (RVP) to live in Russia. Some people, like spouses of Russian citizens or participants in the State Program, can apply without going through a quota system. There’s also a new Shared Values Visa (starting August 2024) that allows citizens from certain countries to skip the quota and language test. 

The Temporary Residence Permit usually lasts for three years and cannot be renewed.

Step 2: Permanent Residence Permit

After living in Russia for one year with a Temporary Residence Permit, individuals can apply for a Permanent Residence Permit. Some people, like highly qualified specialists or those with Russian family members, can apply for a Permanent Residence Permit directly without needing the Temporary Residence Permit first.

Investors can apply for the Russian Golden Visa, which grants a Permanent Residence Permit for themselves and their entire family, including parents, children, and spouses.

The Permanent Residence Permit does not have a time limit but requires holders to live in Russia for more than half the year.

Step 3: Citizenship Application

To apply for citizenship, you must have lived in Russia for at least five years with a Permanent Residence Permit, show that you speak Russian, have a legal income, and agree to follow the Russian Constitution.

Some people, like those married to Russian citizens for at least three years or those with Russian parents, may have an easier application process, lowering residency requirements or waiving other conditions.

Step 4: Oath of Allegiance

If approved, applicants must take an oath of loyalty to Russia. Not doing this within the required time may cancel the citizenship decision.
