A residence permit
A residence permit (RP) is a document that gives a foreigner the right to permanently live in the Russian Federation, freely enter and leave, work legally and enjoy the fundamental rights of a citizen. For stateless persons, a residence permit also replaces an identity card.

Within 7 working days from the date of receipt of a residence permit, a foreign citizen must submit an application for registration at their place of residence to the territorial body of the Ministry of Internal Affairs of Russia at the location of the residential premises that he has chosen as their place of residence on the territory of the Russian Federation.

- 04Serve on a warship or hold one of the positions as part of the crew of a Russian civilian ship: captain, chief mate, chief engineer, radio specialist.
- 05Vote and be elected at the regional and federal levels.
- 06Leave the Russian Federation for a total period of more than six months during a calendar year, otherwise the residence permit will be canceled. However, there are exceptions: illness, death of relatives or business needs.
- 07Visit closed areas: closed military camps, closed administrative-territorial entities and institutions with regulated visits for foreigners.
01. General procedure for obtaining a residence permit
The general procedure stipulates that after a person receives a TRP and has lived in the Russian Federation for at least eight months, he will have to submit documents for a residence permit at least four months before the expiration date.
02. Simplified procedure for obtaining a residence permit
A simplified procedure allows you to obtain a residence permit without a TRP and the need to live in the Russian Federation for eight months.
- 01Children under 18 years of age who receive a residence permit together with their parents, as well as children of foreigners who already have a residence permit.
- 02A foreigner who was born in the RSFSR and was a citizen of the USSR.
- 03Foreigners whose parents or children are Russian citizens permanently residing in the country.
- 04Highly qualified specialists or members of their family.
- 05Specialists who have worked for at least six months in the Russian Federation in one of the professions from the list of qualified specialists.
- 06Foreigners who graduated from a Russian university full-time and with honors received a red diploma.
- 07An incapacitated person whose guardian is a Russian citizen or a residence permit holder.
- 08Participant in the state program for the voluntary resettlement of compatriots.
- 09A foreigner deported from the territory of the Crimean Autonomous Soviet Socialist Republic, or his direct relative.
- 10A foreigner who has received political asylum.
- 11A foreigner who has renounced Russian citizenship or in respect of whom the decision on citizenship was canceled.
- 12A foreigner who reached the final or won the all-Russian competition from the autonomous non-profit organization “Russia is a Country of Opportunities”.
- 13A foreigner, a specialist in the field of information technology, who has entered into an agreement to work in this area with an accredited Russian IT company. And also his relatives.
- 14A foreigner who invests in the Russian Federation, and members of their family.
- 15Citizens of Belarus, the Republic of Kazakhstan, the Republic of Moldova or Ukraine.

- 02A receipt proving payment of state duty (5,000 rubles).
- 03A passport which must be valid for at least 2-4 months. Children will need a birth certificate.
- 04Photos, color or black and white, 35 × 45 mm, without retouching - 4 pcs.
- 05A certificate of knowledge of the Russian language, history and law. To obtain a certificate, you must pass a special exam at an accredited educational institution from the list. Usually these are located at migration centers. The fee for the exam, costing about 5,000 rubles, is the responsibility of the applicant. To submit, you will need a passport, its notarized translation, a migration card and registration. The certificate is valid for 5 years.
- 06Medical certificates. Before submitting documents, the applicant must undergo a medical examination, obtain a certificate of health and a conclusion about the absence of dangerous infections - leprosy, syphilis, tuberculosis, as well as HIV and drug addiction. A medical examination may be carried out only in institutions specially authorized for this. To pass the medical examination, the applicant will need a passport and a migration card. Certificates are valid for 3 months.
- 07Confirmation of income. It is necessary to confirm solvency - income not lower than the minimum wage - and legality of income. For this purpose, income certificates, a bank account statement, and a document confirming receipt of alimony are suitable.
- 08Documents for housing if you have been in the country for more than three years: an extract from the Unified State Register of Real Estate, if you own a property, a lease agreement or permanent registration if you are renting.
When applying for a residence permit for children, they will need the same documents as adults.
Depending on your situation, additional documents may be required.
- 01If you receive a residence permit according to a simplified procedure - a migration card.
- 02If you entered the Russian Federation on a visa - a clean criminal record certificate, issued by the state of permanent residence no earlier than three months on the date of application. If a foreigner has been convicted, then a document containing information about the crime for which the applicant was convicted is required. Certificates must be provided by all persons over 14 years of age.
- 03If you changed your full name or personal data (date or place of birth, citizenship), documents will be required that confirm this.
- 04For children over 14 years old, the consent of the child to live in the Russian Federation is required.
- 05For an incapacitated foreigner, there should be a document confirming the incapacity or limited capabilities of a foreigner, as well as confirmation of the powers of a guardian or trustee.
- 06For native speakers of Russian, there should be a document confirming this status. In order to be recognized as a native speaker of the Russian language, a foreigner must submit a corresponding application to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, after which a commission will consider his case. If it decides to recognize the applicant as a native speaker, the status will be permanent.
- 07For highly qualified specialists - an employment contract with a Russian employer.
- 08For those deported from the territory of the Crimean Autonomous Soviet Socialist Republic - a certificate of rehabilitation issued by the Ministry of Internal Affairs, the prosecutor's office or the court of the Russian Federation.
- 09For people whose Russian citizenship has been terminated - confirmation of citizenship of another country, or a certificate of renunciation of Russian citizenship.
- 10For those who have received political asylum - documents confirming their status.
- 11For family members of applicants, it is also necessary to submit documents on the degree of relationship: birth or marriage certificates, a document on guardianship or adoption.
All documents in a foreign language must be translated into Russian and notarized. Citizens of a number of countries must also provide their consular legalization.
A residence permit is issued without limitation of validity period, except for the following cases:
- 01Issuance of a residence permit to a stateless person (issued for a period of 10 years).
- 02Issuance of a residence permit in the form of a card with electronic media (issued for a period of 10 years).
- 03Issuance of a residence permit without obtaining a TRP to a highly qualified specialist and his family members (issued for the duration of the work permit issued to the specified highly qualified specialist).
In all cases, the residence permit must be changed at the age of 14, 20 and 45, as well as when the name is changed or the document is damaged.
Holders of residence permits with an expiration date can exchange them for an unlimited one. You will need to submit an application, provide two photographs and pay a state fee of 5,000 rubles.
Confirmation of Residence Permit
A mandatory condition for legal residence in the Russian Federation with a residence permit is annual confirmation of residence in the country.
Confirmation must be submitted once a year no later than 60 days after the date of the last notification. If you do not submit a notification on time, you may be fined up to 7,000 rubles or have your residence permit revoked. The filing deadline may be extended for a valid reason, such as illness.
