State register of foreign nationals who’s stay in Russia is non-compliant  

Foreign citizens who do not have documents for legal residence and work in the territory of the Russian Federation and are included in the state register should either leave Russia before 30th of April or ensure that they are compliant with the Russian laws.

In accordance with Decree No. 1126 of the President of the Russian Federation dated 12.30.2024, foreign citizens included in the register are required to leave the Russian Federation, or in the period from January 1 to April 30, 2025, apply to the local immigration office to ensure that they are compliant with immigration legislation.
Measures related to expulsion, placement in special institutions and restriction of subsequent entry into the Russian Federation will not be applied to foreign citizens subject to the decree.

The documents granting them the right to stay in Russia will be issued to such foreign nationals after passing the mandatory procedures:
▪️ Biometric identification
▪️ Medical examination for the presence of dangerous diseases, the use of narcotic substances and psychotropic substances
▪️ Checks for depts in the payment of duties, taxes, fees, fines and other mandatory payments

Foreign citizens who have lost their legal grounds for staying in Russia and have not applied to the internal affairs bodies of the Russian Federation to resolve their legal situation are subject to expulsion in accordance with the established procedure with the closure of subsequent entry. It will be impossible to resolve the issue of settling the legal situation after May 1, 2025.

There have been cases reported that foreign nationals that are staying legally in the country have been added to the state register. That could be either by mistake or a sign that there are issues with your legal stay in Russia. In any case we do recommend by all means to visit the local immigration office in case you have been added to the state register. One of the definite signs that you have been added to the register is blocking your bank accounts by your Russian bank.
